There has been a trend in USA Gymnastics to promote broader participation in its competitive programs. One factor in this drive has been to create compulsory routines that are more easily performed by a greater number of gymnasts. The simpler the skill requirements, the more gymnasts there are who are capable of being on a team, competing and paying membership dues.
Compulsory Routines Designed to Promote Safe Participation
Compulsory routines have been carefully constructed to eliminate dangerous skills. Gymnast safety and broader participation in the sport are primary goals for the national organization. This is a great participatory level, but is not functional for training gymnasts for a high level optional gymnastics career.
Compulsory Routines Not Enough Preparation for Optionals
The question is whether the Compulsory routines are a suitable tool or the best tools for preparing gymnasts for the optional levels. This question is especially relevant when we are talking about talented athletes destined for the National level, the Elite level or college scholarships.

Routines Can’t be Done Well Without Great Skills
Given two equal gymnasts, one practicing only whole routines and one practicing skills one at a time trying to perfect each element, you would most likely see the one practicing skill elements score highest.

Full routine practice may be of considerably more help in competing compulsory bars, because of the required immediacy of connections. Slight stops or hesitations on floor and beam may be much more easily compensated for than hesitations on bars, which ruin the flow and swing of the routine.
